To me they look like 'carni' toys. You know, the ones that you win by tipping over all the milk jugs? But seriously, I'm not a Pac Professional, so I have no idea if these are real or not.

I think they're "legit", but are the crappier later ones if so. The first year or whatever these were made were better looking by far. I still have two or three that our family got -- two Pacs & one Ms. We were a big "stuffie" family, and these featured in a few skits along the way.
