Well on January 16, I won this: http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=3071065425 , but the seller never responded to my emails. Its like he was pissed it went for so low.
I've never had to leave a negative before, so how long do I have to go? I heard that it is 90 days before you can't leave one, is this true?

Also what time should I leave it tomorrow (Western Time) so I don't get tagged back for an unnecessary feedback.

before 11:37 pm PST and you only have 90 days from the finish of the auction to leave it

Not true, feedback can be left YEARS after the transaction, most people don't know how. Go to the ebay feedback board and they will show you how.

Yep, it's a great way to leave negative feedback without worrying too much about retaliatory feedback.
