Odd (?) CD32 Modem question

Ok, when I bought my console off E-bay, it came with the modem attached. I'm assuming there is no longer any use for it so I figured I'd sell it. Well, I took it off. The bottom sticker says "engineering sample."
There is no FCC ID# on the line provided nor is there a FCC Reg#. It has a serial number.

Is this normal?

I think they all say "engineering sample" as it was only released to a test market in Vancouver. That also explains why there's no FCC #.
