View Full Version : PAypal Policy for International Transactions

I apologise if this has been discussed before but it's fresh on my mind.
I have my Paypal set up so that I have to manually accept payments from people with unconfirmed addresses. Today I see that I received a payment from a buyer in France who obviously has an unconfirmed address, yet the payment was automatically accepted.
So I call Paypal and I find that my only options are to automatically accept or reject payments from international bidders. I can't be asked if I want to accept a payment or not like I can for unconfirmed US addresses. On top of this I'm told that I receive absolutely no seller protection on transactions from people outside of the USA because they are technically all unconfirmed addresses. But here's the kicker, they all receive buyer protection from me. So what this basically means to me is that anyone who lives outise of the USA can claim that they never received a package and they automatically get their money back. No questions asked. Ebay's basically saying that if you're dishonest then anything shipped from the USA is a freebie. Yet as a seller its "hey, those are the chances that you take".
Now i'm not trying to be unfair to honest international buyers but how am I supposed to know who to trust? I read about wackos on ebay every day on this board. Honestly why would any US seller in his right mind accept these terms? I just turned off Paypal payments from international bidders immediately after reading about this.
Any thoughts?

Yup. Paypals policy is if you aren't in the US. We'll take your money, now piss off.

I just turned off Paypal payments from international bidders immediately after reading about this.
You can do this? How?
I can't find any option that will let me, or do you have to have a Premiere account?

Check out moneybookers.com. I've registered in the service and when I'm selling stuff, I prefer it over PayPal.

With the recent introduction of PayPal UK, it is now possible for European buyers to have confirmed addresses and become Verified PayPal members. Your buyer may not be, but it is possible.
It worked the same in reverse aswell though - PayPal previously had the same non-existent protection for international sellers when selling to a US buyer.

While in Paypal click on the "profile" link up on the menu bar. From the profile menu click on "Payment Receiving Preferences". You can check these settings in there.

I believe people in Canada also have confirmed addresses. I haven't had problems selling to anyone in Europe or Canada yet....the rest of the world is another story though.
I guess either start selling to US buyers only, or keep close watch on the bidding history and feedback.
It's just too bad that eBay doesn't have a tool that blocks out people by region. You can select which ones you'll ship to (that doesn't effectively "lock" anyone out) and search for items by region...

Turns out its business or premiere accounts only, and I refuse to upgrade and hand over money to Paypal for no reason. Oh well, thanks anyway :)

I've alyways been verified, but my address has recently become unconfirmed. Probably around the same time PPUK opened up shop.

This is why I typically only willl sell to the U.S. Sometimes I will sell internationally, but only if the buyer will pay using auctionpayments.com. I don't want to assume the risk.

I have used Paypal.com for about 2 years and i'm in the UK, to be honest alot of that buyer protection, means nothing to me. ( well thats the way i treated it :embarrassed: Since there is alot of messing around involved, and i still wouldn't get my money back anyway)
( Also Paypal UK has been around for awhile now.. )
Having a UK PayPal confirmed address' still won't cover you in the US (with buyer protection ) a US ebayer i was dealing with a few weeks back, sent me my money back through paypal, and told me that since my address was not confirmed, he wouldn't ship, i got back and told him i was confirmed.. He said Yes it was, but not in the US.
Maybe Paypal has changed some of it's rules but i'm still pretty sure, Both Paypal UK and Paypal US don't work together apart from taking and sending money.?
I think it comes down to good ol' fashioned sence, make sure the ebayer has good (recent) feedback.. and make sure the item has insurance and that it gets signed for when it arrives at the correct address!..
Back to the real topic, with paypal in the US, your account i think will always accept $$$$$ since i'm pretty sure that there are many US Paypaler's that also have an uncomfirmed address..
So Paypal let you do the sending back! lets be honest, it's not hard work to send a seller there money back, click, click, click, double click... ( or was it click, click, double click, click.. LOL )
But the option should be there, to accept or decline international payments automatically.. :P
