remember full Saturn Dev system consist of modified Saturn (region mod and few others) plus VCD module and DevCart with buffer RAM slots and connector to PC. The whole setup usually goes for 15000 yen on Yahoo Japan although I piad 11000 yen for mine on YJ not so long ago.
This official CartDevRev.B I'm talking about and there are other Saturn dev system - Psy-Q being one. Their setup is little bit different with Blue DevCart and using Mirage VirtualCD machine.
This will set yo back around $300-600 depens on the condition and whether all bits and pieces are included.
The one for auction is Saturn only so it's of little use for any development work.

and you will se what I'm talking about. I have the first picture on that page and it will set you back at least $300 misu that Mirage system at the bottom. FActor in another $200-300 for Mirage unit and you will see what I'm talking about...
if you are thinking about this one for any development work don't waste your money...
