After making a statement like this, it would be awfully helpful to follow it up by directing him to the source(s) where these <$50 units are found.

Mod an xbox? I could be wrong but I thought they could be region free. Maybe I'm talking out the wrong half...look into it though, it could serve many purposes.

not sure where you live but in AU all DVD player since last year come as region free although it's not advertised nor mentioned on the carton nor manual.
Try google search for region free DVD. Am sure you will find several web site where they tell you how to disable the region check on many of DVD players.
