Phantasmagoria had seven, but that was for the PC.

Not what you asked, I know, but that was the first thing that popped into my head.

Though not one game, Arc the Lad Collection is six discs: Arc I (1), Arc II (1), Arc III (2), Making of (1), Monster Arena (1).

Main Entry: com·prise

Pronunciation: k&m-'prIz

Function: transitive verb

Inflected Form(s): com·prised; com·pris·ing

Etymology: Middle English, from Middle French compris, past participle of comprendre, from Latin comprehendere

1 : to include especially within a particular scope <civilization as Lenin used the term would then certainly have comprised the changes that are now associated in our minds with "developed" rather than "developing" states -- Times Literary Supplement>

2 : to be made up of <a vast installation, comprising fifty buildings -- Jane Jacobs>

3 : COMPOSE, CONSTITUTE <a misconception as to what comprises a literary generation -- William Styron> <about 8 percent of our military forces are comprised of women -- Jimmy Carter>

Usage: Although it has been in use since the late 18th century, sense 3 is still attacked as wrong. Why it has been singled out is not clear, but until comparatively recent times it was found chiefly in scientific or technical writing rather than belles lettres. Our current evidence shows a slight shift in usage: sense 3 is somewhat more frequent in recent literary use than the earlier senses. You should be aware, however, that if you use sense 3 you may be subject to criticism for doing so, and you may want to choose a safer synonym such as compose or make up.

If you count the Beatmania "Append" discs for PS1 (sort of like expansion packs), that's pretty big.

Standalone games:
Beatmania
Beatmania Best Hits
Beatmania The Sound of Tokyo
Beatmania 6th Mix + Core Remix

The "Append" discs:
Beatmania Append Yebisu Mix
Beatmania Append 3rd Mix
Beatmania Append 3rd Mix Mini
Beatmania Append Gottamix
Beatmania Append 4th Mix
Beatmania Append 5th Mix
Beatmania Append Club Mix
Beatmania Append Gottamix 2

Others that don't support the "Append" discs (in case anybody cares):
Beatmania Featuring Dreams Come True
Beatmania European Edit (PAL)

I know there were numerous console games that had 4 CD's (Final Fantasy 8 and 9 beng two examples).

For the PC, besides Phantasmagoria, X-Files also had seven CD's. And I'm sure if I think about it I can find some games that had 8 or more CD's with them.

I can recall some early PC disc based games that came on like 10-12 discs.

(Sometimes the messages that they post on screen while you're putting in discs to install the game was pretty funny. One of them gave some real life stupid people examples of what they did while trying to instal multi-disc games, such as cramming more then one disc into a drive cause it did'nt say to remove the old one! LOL )
