I just want to know the safest, and most effective way to remove socketed chips from the intellivision 1 or 3 logic board. As they seem to be stuck in there quite well. Is there a special tool, or even a common tool that helps make it easier without damaging the chips?

You can get an IC puller from most good electronics places. If there is room, a very small optical size screwdriver, working from one end and then the other can do the trick as well.

I try and use the largest screwdriver possible. That way the force is distributed more evenly and decreases the chances of scratching a trace underneath the chip. I just slide it between the chip and the socket and give a little twist to raise the chip up.
