Now since that says Super Famicom, does that make the tester NTSC? Does this run Famicom games, or US games, or PAL games? The labels make it hard to tell what it uses.

It is a SNES Control Deck Tester why would it run Famicom games? or any games for that matter it's a "Control Deck Tester" :roll:

And yes it is NTSC.
