I found the two of them at a Goodwill today and have no clue what they are. They're a bit smaller than a gameboy cart but they clearly say "For Sega Genesis" on them.

Pirate carts. Game Gear perhaps?

Those look like game gear carts...Why then, do they say genesis on them? Try them on a game gear and see if that works first.

Anybody know anything about the company?

Isn't innovation a real company? I used to have a GBA tv transverter made by them, really cheap third party stuff. I had to return mine because it was broken when I got it.
Link to the Transverter: http://www.videogamenews.com/gamelink/153519.html
I'm pretty sure it's the same innovation because they still use the same font like on those Gamegears carts.

Ding ding ding! Foxxx wins this round.
That's for a special Innovation controller for the Genesis (also, one exists for the SNES) that has all the moves pre-loaded into carts you had to get with the controller. I have an EGM with an ad for those kicking around somewhere.

I've still got my KOMBAT KONTROLLER around somewhere. There are at least three cartridges (they were all packaged with the controller), each of the cartridges contained the moves for a set group of game characters. Thus, if you only have cart 3 you can only execute the special moves for the set of characters that cart 3 represents.
I don't think this is a rare item.

My fav video game dealer had ordered one of those not long ago. I guess they could be called "new old stock".

I remember when those controllers came out.
They were expensive, and I could do all the moves with my own hands, so I never tried to get the controller
