I think that's how they all are. I have three of them that way.

AtariAge rates the color label as a rarity of 2 and the white labe as a 1. One was a pack in acording to DP Collectors guide, don't say which one, my best guess would be the white label.

The white label was definitely the pack-in version. I don't know if the color one was ever a (late) pack in variation or not. I do know that the white label also came in PP2 boxes because I've picked up two CIB PP2s trying to get the color label and both ended up having a white one inside. After A LOT of hunting, I finally managed to track down a color one just a couple of weeks ago. I'm inclined to think that the AA rating of "2" on the color label might be a bit low due to how long it took me to find one. This could be a regional issue, however. The real question is why there ever was a PP2 box released at all? I'm not aware that the 7800 ever had another pack-in title other than PP2 and I'm not aware that the console was ever released w/o the game pack-in either. I suppose that it could have shipped w/o the game very late in it's shelf life but I've never heard of it having done so.

EDIT - I should have flipped those end labels around. The silver end label, of course, corresponds to the silver (color) front label.
