I just noticed this shot up very quickly and it doesnt even have a label. Is it rare?

It claims its an event cart in the rarity guide. I dont know anything about it personally though, although I'd be interested if anyone does.

I've only seen this on eBay twice. Last time was about two years ago.

It was released in Japan and Europe. The company that published the European relase was Event. I've been looking for one off and on for about six months and this auction was the first I'd seen but the lack of label turned me off completely.
