I'm sure someone will link you in a moment. But I suggest Lords Of Thunder, Willy Beamish and Revengers Of Vengance.

My favorite Sega CD titles are:
Snatcher
Panic!
Eternal Champions
Shining Force: CD
Dungeon Explorer
Keio: Flying Squadren
Sonic CD
Ecco the Dolphin
Heart of the Alien: Out of this World I & II
Dark Wizard
Time Gal
Road Avenger
You can get some of those for very cheap, but Keio, Snatcher, and Shining Force are going to cost you.
Get Sonic CD first though if you don't already have it. It's my favorite Sonic game right behind Sonic Adventure on the DC.

Popful Mail and Lunar are generally well-liked, but they are by no means inexpensive. Or so I've been told.

I loved that game when I was a kid. It is very fun for what it is.
Get the game Snatcher it is expensive but well worth it.

Snatcher looks super cool.

Yes. I coughed up about $60 for a copy a couple of months ago and its worth every penny. Just think, at that price its like buying a new release - and I guarantee that it's better than 99.9% of any new releases out there.
I'm also partial to Road Avenger; I love that damn game.

How did you get it so cheap? O_O
I tried to get the game, but every copy I saw on EBay went for over $100, so I finally gave up and just asked a friend to make a copy for me so that I could play it.
Great game.

I personally can double (or triple and quadruple) the suggestion of Sonic CD. Love it :)
Can anyone tell me about Third World War? All that I know about it is that it is rather expensive. I kinda know the premise, but is it worth it?

Call me stupid or silly, but I actually *liked* Sewer Shark. It was kind of fun and addictive. Plus the acting is so bad, it's good.

Sonic CD and Vay.
God I hated Vay. Not my cup o' tea im affraid.
Snatcher kicks ass like mentiond before.
The Lunars are good RPGs.
Eternal Champions a damn hard fighting game.
Oh and find your self a Sega classics pack in disk, comes with some great titles Streets of Rage Revenge of Shinobi, Golden Axe. Plus ugh colums.

Yep, I'm gonna have to recommend Sonic CD. A very, very, strong recommendation.
So, go out and buy Sonic CD right now, the game is absolutely amazing. In my opinion, a Sega CD is worth it just for this game alone.

Great game.
Found a 59.99 Buy It Now on eBay that was just posted and decided to go for it. What pissed me off was that a few copies went for about $40 right after I got mine.
I was just checking the most recent completed auctions for Snatcher, and while some copies did fetch near $100 (and one Buy It Now for $129), a few also went for about $50-60. Just bid on a few and you might get lucky.

Y'know, there was a PC version of Sonic CD. I think you might even be able to get it in the recently-released Sega Mega Pack. Good value for your money, that one.
Granted, the PC version has terrible loading times, but if you just play it off an ISO image on your hard drive it shouldn't be so bad. It also has the extended anime intro, and has all the "Past" music tracks as CD audio. (Not that they sound any better, but you can play them without launching the game... I dream of making a remix of the Wacky Workbench "Past" theme.)

No mentions of Robo-Aleste?
As a Compile made shooter, you know it's good. And it has a sweet soundtrack. Eternal Champions rocks too, leagues better then the Genesis version, and a pretty good fighting game in its own right. Sonic CD, Ecco, the Lunars, Shining Force, are all pretty well known for being worth checking out. I also liked Night Trap for the sheer cheese factor. It's got Bumbling Ninja Vampires!

Hmm, I picked up a complete copy of this while I was down in Tucson and still haven't check it out, I think I shall correct that tonight ;D.
