From 4chan's new, HAPPY /v/ideo games section:
guy i met Captain Steve, creator of Ty The Tazmanian Tiger.
he had a TEST PS2, it will play any game from any region, even copies. anyone else knwo about this elusive developer's system?
Thoughts on this?

They've shown up on eBay a few times and have gone for around $600, IIRC. Basically, its just a slightly bigger than normal PS2 with TEST in place of the PS2 logo on the top. If you've seen the blue PSX test units this is the equivalent to those.

Yet - they'll play ANY region PS2 game? The guy states that - is he right?

As far as I know in regards to the PS2 Testers....
They are regionless, but can not play dvd movies.
CGE had a few on display from I want to say Ubisoft in the museum... IM sure that there are pics of them in the museum, if you want to see them.

I KNOW I just saw one....
Yes, they're region free, and will play CDR/DVDR backups of games as well, but won't play DVD movies.
