If paying with Paypal, you can file a claim though them to get the money back, up to a certain ammount.

Most sellers don't email you when they get your payment. Even if you email them asking them to let you know when they get your payment they still won't email you back some or most of the time. I personally wouldn't worry to much about it unless it gets to be a few weeks of you sending the payment and you haven't received your item yet.

It seems to be my experience that sellers are getting lazier and lazier. All sellers I dealt with used to email upon receipt of payment. Now I'm lucky if I get a reply. Myself, I always try to email the buyer and let them know that I've received the payment and give them the anticipated ship date of their item. I would personally shoot the guy and email and just ask him what's up with your item. If you don't hear anything or get your item for 14 days, get the ball rolling on a fraudulent transaction with Ebay.

Check your email filters and/or bulk mail folder. Your email provider might consider email from the seller as spam. There have been times where I have had to contact a buyer from 2 or 3 different accounts to establish contact due to their spam filter settings.
Check all of your email accounts. Many buyers have 2 or 3 email accounts that they use for online transactions. This can be frustrating for a seller when one of the accounts is rarely checked.
Contact the seller through ebay as your email might be filtered by their email provider.
