Stupid problem with Paypal

I know this is not completely an ebay insanity, but it's the second time that I have an annoying problem with paypal: I pay the item and then paypal doesn't send a confirmation to the seller. I wait and wait then I contact the seller and he says that he doesn't know about the payment and that he will ship as soon as possible because the money is there.
Is there something I am missing?

It's been happening a lot to me in the last 2 days.
I haven't got any of my notices from Pay-pal that the items were paid for .

about a month ago I actually saw on my paypal account that a payment had been sent to me, so I mailed the item. I got positive feedback the same day I received paypal e-mail notification that the payment had been received.

My payment notifications have been hit and miss lately too. If I have ebay itmes that closed recently I just make a habbit of checking PayPal daily.

I quit using hotmail because I thought they were the problem.
