I still don't know how such a simple game with no story whatsoever managed to have such lovable characters. Just the magic of Pac-Man, I suppose. Tell me your favorite, then, if you want, explain why. It doesn't have to be a particularly solid reason. After all, love is a mysterious thing.

Sue for being the only girl in the ghost gang. Second-place goes to Clyde for having a name that doesn't end in "y".

I like whichever one happens to be a pair of floaty eyeballs at the time. Why? Because they were tasty.
Going by my memories of the Pac-Man cartoon, I voted for Clyde.

Pinky. While all of the other ghosts either chase or bumble about, Pinky earns my grudging respect by cutting off the escape route with alarming efficiency.

Clyde!!.. because you can follow him around and he just wanders around aimlessly. Yet.. he is just PRETENDING to be ignorant of you LOL
I love how the names of the ghosts are so indicative of their personality in actual gameplay. Mmmmm..... Pacman :D
---------------------------------------------
Red - Blinky: Oikake - "Akabei" (oikake-ru = to run down/to pursue/to chase down). Or of course the english "Shadow".. the guy is literally on your tail and can be thought of as your shadow :)
Pink - Pinky: Machibuse (machibuse = performing an ambush). Or in the english "speedy". He is indeed just as fast as Blinky and works with him to ambush and cut you off.
Blue - Inky: Kimagure - "Aosuke" (kimagure = fickle/moody/uneven temper). Or in english "Bashful". He is unpredictable. Sometimes he follows you, sometimes he goes away from you.
Orange - Clyde: Otoboke - "Guzuta" (Otoboke = Pretending Ignorance). The nick "Guzuta" means someone who lags behind). Or of course "pokey" in english. The guy is slow. He's always going somewhere on his own. But he does sometimes successfully cut you off, but almost never outright chases you.

Inky - I kinda feel sorry for the little blue dude. It just seems like he takes the wrong turn all the time and gets hopelessly lost. :(

I assume your including Ms. Pacman in this poll because you included Sue. Ms. Pacman has a great story...
1. They meet
2. The chase
3. Junior
Probably one of the first arcade games to have a story? Where there any other pre 1981 games that had a story?

I'll go with Inky. To me, he seems like the comic relief in a group of otherwise no-nonsense commandos. I can't explain that, but you get my drift. Blinky just pisses me off. More often than not, he's responsible for killing me Pac-Man than the other ghosts. Though, I find Pinky to be a bitch as well, she is especially adept at forcing me into traps. Clyde/Sue don't have enough of a personality in my eyes. Therefore, Inky would be my fave. He also seems like the most adorable of the four somehow. Once again, can't explain it. :)

Know what's ironic? Blinky may be the only one who truly follows you but for that very reason he's the most predictable. I'm killed the LEAST by Blinky, and he is always the first one to get eaten after a power pill. Hence, my vote for Blinky.

Are you guys making this up or do the different ghosts behave differently in their pursuit techniques?

It's true, they do behave differently. Once Blinky gets close to you, he will tail you non-stop (you can shake him by going into the tunnel). When Inky gets close to you he will just unpredictably take off in a different direction. Pokey will follow you but he's just plain slow. Speedy is extremely dangerous because he's the fastest one, and just kind of speeds around the perimeter of wherever you happen to be.
Also, the ghosts periodically reverse direction and tear off into separate corners. That's a bad time to eat a power pellet.
Blinky's my guy.
