Okay which level is wario hidden in ? I have some suspicions.....I just dont want to miss him somehow.

Take Luigi to the room that has the second snow level (Snow Man's land I believe). There should be 2 powers flowers in the room--get one, and go through the mirror. Now, jump into Wario's portrait on the right side of the room.
