I've read like five different descriptions of what this does, and I still don't know. Can someone explain it to me like I'm three years old?

If you were at an auto race and had this you could see (for each car) lap times/speed/car in lead in real time on a GB.
In some types of events like Nascar it would also download the season rankings etc. while you sit in the stands with a 16 oz. Miller High Life.

So...it works only if the race you're at uses compatible equipment, right? Does this use some sort of system that's pretty much standard at a professional race?

the bigger classes yea. Nascar, F-1 come to mind. places it would not would be drag strips and all those oval outlaw dirt tracks.

The manufacturer's site shows horse races, do they implant tracking devices in race horses?

There are lots of after-market carts for the GBA. We actually have one here at work that snoops slot machine protocol from the system to the game. Somebody finally figured out that today's hand-helds are cheap, powerful, and portable (whoda thunk it) computers that can be used for may other things than just games. ;)

$200 for a stat reader... that isn't guarenteed to even work at the race you go to... that would suck anyways because its racing...
