That's Tiny Toons: Defenders of the Universe, the game that Treasure were developing (and supposedly released in 2002) based on the Rakugaki Showtime engine. Can I find any reviews of it? Even nothing to do with a Japanese release either. Rather important for my RS writeup I'm doing for my current article. Seeing as Rakugaki goes for money, I was about to say go check TT:DotU instead, but if it never came out...

Yeah, I've been wondering about this too.

Not to this day it hasn't. Not officially canned that I know of (on hold for 2 years isn't promising though). I don't think it has been under development for quite some time now.

According to the most reliable Treasure fansite I've found (http://www.classicgaming.com/sfkosmo/treasure/games/defenders/defenders.html), Defenders of the Looniverse/Universe has not been released and may never see the light of day. Too bad. There's a nice preview of it in the April 2002 issue of OPM, and the game shows promise.

Buster's Bad Dream, Treasure's other Tiny Toons project from the same period, was released only in Europe. But as a pseudo-Londoner, you probably already knew that.

The less than stellar reaction to Buster's Bad Dream probably discouraged whomever was responsible from going ahead with the PS2 release. A true curiousity because the license is over 10 years old with no signs of a revival. I'd keep an eye out for it to get released as a budget title in the very twilight of the PS2's lifespan, much like we saw with the PS1.
