I was thinking the same thing. It seems kinda weird that a seller would have two of the first disc, and none of the other 3. It still seems like a good deal though for you, and probabley the only way you will be able to get what you are looking for without having to buy a whole new set. I would jump on it.

Those disks used to be for sale on www.sega-parts.com
He probably picked up several on there and is now trying to resale them. That is my best guess.

disc 1 (demo) was also given away with SSM back in days...
