Final Fight 3 NES ROM, beatable boss???

Finally broke down and got some emulators and was rather surprised to come across this little gem. Not sure who produced it or anything, though It's actually pretty damned impressive, save for all the massive flicker. BUT, is there anyway to beat the first boss? I just wailed on him and he never lost a bit of life.

As long as you keep hitting him, his life bar will go down eventually. I remember the bosses taking many hits to defeat in that pirate.
