R: Racing Evolution?

Do all copies of R: Racing Evolution for the Gamecube come with Pac man VS ? The copy I picked up had it, but the only mention of it was a small sticker on the shrink wrap.

Nope. Not all of them, but most of them, I've seen copies without a holder for a second disc.

I found it odd they didn't print any mention on the jacket and used the dual disc holder. But now I understand.
