Confirm Gen. game w/a SoR-looking scene on cartridge label?

I went to Goodwill today (first time in quite a while) and spent $5...anyhow, there was a good pile of loose Genesis carts but man were they in bad shape. Primal Rage was new looking, but everything else had the label worn right to bits and the contacts were looking nasty as well. Anyhow, one of the games had the top flap torn right off, but I could see a mess of Streets of Rage-like characters on the front throwing punches and such. In the very front was an Axel-alike, but the woman somewhat behind him had a blue outfit on. So...any ideas what this was? I checked the back of the cart for manufacturer but now I'm not sure I should believe my (very recent) memory...Acclaim.

I doubt this is anything to lose sleep over, but it would be nice to know! Thanks in advance.

A quick perusal of my carts reveals...Streets of Rage 2. *cough* Axel's in the front, Blaze is behind him in a blue outfit (odd, considering she wears red in-game), and there's punches and kicks all over. That's all I've got, sorry. :/
