are these the PAL version if they are Mega Carts? or is that just another term for the US carts?

It's referring to how many megabits the game is. You can find Mega Cartridges, Two Mega Cartridges, and 4 Mega Cartridges.

Anything with a "+" in it means it has a battery; for example, Phantasy Star is a 4-mega + cartridge.
