I searched but could not find out what these are. I have a few, they come in sleeves, and "not for resale" is printed right on the CD. I am guessing that these were pack-ins, but I just wanted confirmation.

There's a set of three games that I *think* was a pack-in deal, they had a outer cardboard box, games in sleeves, manuals and a catalog inside. Virtua Fighter 2, Virtua Cop, and Daytona. At least that's in my copy.
Says "Three Free Games with purchase of a sega saturn", so either it was a pack-in, or a deal at the store.

Virtua Fighter 2, Virtua Cop, and Daytona USA. All came with a CardBoad sleeve and a Black and White Manual (I think the cover was black and white too... otherwise it was a regular manual)
I have a Virtua Fighter thats not for resale. Came in a Jewl Case with a fold out instruction manual taht turns in to a Move-List / Poster. It was made for the Jewl case so it had a back insert as well.
And my Saturn (that came with VF2, VC, and Daytona) came with a SEGA Saturn Bootleg Sampler... said not for resale, but it was a Demo disc with World Series Baseball, Clockwork Knight 2, and SEGA Rally Championship Demos. As well as Mystaria, Panzer Dragoon, Bug, etc. videos.

Sorry, I don't have access to a digital camera and my Scanner hasn't work since 2002.
But I will add to the crap I posted before...
The Outer Packaging has no mention of the game being Not for Resale, but it is printed in Bold letters on the left center of the disc. On the right is (ugh... the Spanish / Japanese fighter ninja guy that starts with an A) a "render" of that guy in black and white, was printed as dots. Virtua Fighter Logo with a Black outline surrounding Red over the regular disc reflections.
I lost the Manual though. I bought the thing in 97, I was 10 ($9 at Videogame Outlet, and I even spent a 2 dollar bill...) NEVER give a kid under the age of 12 a CD console!

I have a Virtual On 'Not For Sale' version. It was released packed-in with the Saturn Network Adaptor. Also in a standard CD-type jewel case. Hands down the bast way to play 2P Virtual On at home... Only drawback was you needed two monitors/tvs, two Saturns, two network adaptors and two network versions of the game... OH, don't forget the twin sticks :D
