CD-i Tetris Oddity

Today while moving some games around I noticed this printed in gold ink on the front of my CD-i Tetris manual:

For Promotional Use Only
No Sale Allowed
Must Be Returned On Demand
Of Copyright Owner

There is also a hole punched in the barcode on the back.
Is it safe to assume that this is from a store display?
