It's not Wart, it's one of the Kings in SMB3 who has been transformed by his own wand. Similar art was on the cover of the official nintendo power SMB3 guide. (dang why the heck did I give that to my cousin?)

I remember those TMNT valentines - I thought the same thing about that Rocksteady/Bebop card. Not that there's anything wrong with that :)
