Why do the Japanese need all figures to be squatty, super deformed, giant-headed with stumpy legs and arms? I don't get it.

That's just the way Kubrick toys are. The Japanese toy industry makes all sorts of normally proportioned figures, but Kubricks are nothing but Lego-like renditions of popular characters, from Shinji Ikari to Dr. Zaius. There's even a Chun-Li Kubrick out there that I'd love to own, but it's kinda rare.
I have question for Tron fans (all two of you): is the first time that someone has made an action figure of Yori?

Unless someone in the foreign market popped a Yori 12" doll, I think that's the first time we've gotten a Yori figure. Or the MCP for that matter.
I see that the company that did the Tron reissue figures this year will be doing four Tron 2.0 figures in March, but the photos make it look like they won't even be trying to get the two lines to be compatible in terms of size, scale, paint job, etc.
And yeah, there are plenty of normally-proportioned Japanese figures. These (http://www.thelogbook.com/toy/gatch/) are a good example, though they're not action figures per se.

Medicom also released the "Real Action Heroes" versions of these figures... these are nicely sized 3 3/4" figures, and articulated in just about every place imaginable. They also come with much larger lightcycles, and are packaged in clear plastic boxes that display nice!
