Dang, I had one of these back in the day. I don't remember it being too tough. It was like setting pre-sets on a stereo. Arent there buttons at the top of the thing next to the little screen. I think you punch one of those, then press the programable button that you want to associate the 'button move' with (like the button presses for a Hadoken) then you do the button presses for a Hadoken and then press that programable button again.
This is all vague memory from over 10 years ago, but once again, I dont recall it being hard to do.

Is this the one with the two programmable shoulder buttons, and six lights on the front denoting which buttons you are pressing? You can't do much programming with it, IIRC, about all you can do is assign multiple face buttons to a single shoulder button. I think there's an extra button near the lights (I seem to remember it being blue). I'm pretty sure you press that, then press the face buttons that you want to assign (and also IIRC, I think both shoulder buttons are the same). So basically, it comes in handy for games like MK where some moves entail pressing multiple buttons (like Sub-Zero's slide punch), but it's not so useful for something like SF2 where most moves are quarter or half circle joystick actions.
At least if you're talking about the same controller I used to have. I can't find any pictures through Google image search, I'm going to start digging through the text results and see if there's a picture that it missed.
