The one he's selling doesn't mention a manual, so may be it's not in there. It does say OVP (not sure what that stands for but they use it a lot) but I generally take that to mean the box rather than the whole thing.
Here's the bet online translation I could get:
One of the rarest Pal Mega CD games. Samurai Showdown. Collectors slam best equally
"Game comes with OVP and description in the Top new condition
Buyer carries note shipping charges please also other auction"
For some reason Babel Fish thought there were tanks involved...

"OVP" basically means "in original packaging", which I'd usually take to mean "boxed".
In this case he says "OVP und Beschreibung" - boxed with "description", which I'd generally take that to mean that the manual is also included.
Of course, if I was going to splash out €70, I'd double-check first ;)
