The power turns on but it just is a darker version of the static channels 3,4 etc and the game screen doesnt come up

Try different RF or AV cables, before you assume something else.

If it is I can send you another RF unit. But really the one I sent you looked a LOT better on my T.V. than the Sega brand rf.

In fact I think I have an A/V cable that I could send if you want that instead.

You can also try putting the cartridge only "90%" (for lack of a better way of expressing it) deep into the cart slot, the contacts may be worn a bit and not a springy as they once were... do this by pushing the cartridge all the way in first and then pulling it back up a little tiny bit..
