I'm trying to think of all the games that consist entirely of mini games. I can think of:

Lazy Jones(C64, Spectrum)
Puzzle & Action series(Arcade, MD, PS2)
Wario Ware series(GBA, GC, DS)

There must be more.

Ganbare Neopoke-kun (http://www.digitpress.com/DP/cmf/game.cmf?gameid=33342) (NeoGeo Pocket), several minigames that are sort of recap of the evolution of videogames. Includes many parodies of classic games such as Xevious, Kung Fu Master, Dragon Quest, Ghost 'n Goblins, Bomberman, etc as well as more normal games such as breaking up fist fightes between nude men in a bath house.

SVC MOTM for NGPC..about 8 mini games to earn points like "Ghost Trick" with Arthur

Most of the ones I was thinking of were already named (Kirby, etc).

Die Hard Trilogy is another one. It has several smaller games into one CD. Although I don't know if I'd call each part a "mini-game."

But I'm surprised nobody has mentioned ACTION 52. C'mon people.

space shuttle project for NES was essentially a bunch of different mini-games tied together with a space program theme.

They arent mini games but Sega SmashPack Vol.1 for Dreamcast had quite a bit of games all rolled into one disc.

Puffy PS I Love You for PS1 (A game based on Puffy AmiYumi before they came out in the US) is made up completely of minigames.

I dont think Kirby Super Star counts. Some of the games in it are kinda long. Certainly not mini.

I don't think stuff like Action 52 and Super Scope Six count for this topic since those are more multi-game packages where the games are self-contained as opposed to the others that consist of games within a game.

Shrek Super Party for the PS2 is a mini-game game.

Also, Mary-Kate and Ashley for the PS2.

Maybe a little stretching of the topic but the Track and Field games (Track and Field 1 & 2 and Hyper Sports) were 30 second segments of different Olympic Sports.

BishiBashi Special is all minigames, and has over 100. Shame it didnt get a US release (score one for the PAL gamers) ;)

Sonic shuffle is garbage if your playing solo... theres only so much cheating i can handle in my AI.

The arcade version of TRON could best be called a series of minigames. ..or am I the only one that thinks that? (surprised no one else has said it) :/

Wow, nobody has mentioned Monkey Ball and Monkey Ball 2 yet? Anyway, I consider them games full of pure mini-games because even the main game part consists of short, quick, stages of rolling around trying not to fall off a platform. Heck, the credits are even mini-games!
