board video problems

hey everyone ... saw a board on ebay that had video issues and wanted to know what might cause these. the auction was for just the pcb (board) itself not the entire unit.

Jeeze, it could be anything. Blown caps, cut traces, bad parts. Impossible to know unless you have it in front of you.
