Rockman Strategy PC?

I was checking www.mmhp.net and found Rockman Strategy PC under the master gamelist.
There isnt much info besides that its for PC and its in chinese.
I have never heard of this game before.
Anyone have any info at all on this game?
Its not listed in the DP rarity guide either (most likely because its for PC)

wow, I've never even heard of that! It might not be an official Capcom release, just some sort of weird pirate game or something. Either way, I want to know more about this thing.
