I was calling up my bro on a cell phone to look it up on the DP rarity guide... and received an unpleasant reaction after pausing and spelling out the last two letters....

I believe it means that those types of situations are normal.

It's a military term. Soliders would say it one another as a way of saying that what is going on is normal -- messed up as usual. :) Kind of like 'hurry up and wait'. ;)
