So I read a re-posting (http://www.forumplanet.com/classicgaming/castlevania/topic.asp?fid=6090&tid=1652176) of comments Bungie made about cheaters.
I'm sure regurtitating (hmm...I'm eating) what Bungie wrote as quotes would give me all sorts of meseta, but that'd be an exploit! I'm not sure where the quotes in the text above came from, but it's par for the course, as this other posting (http://features.teamxbox.com/xbox/1005/Halo-2-Humpday-Challenge-TXB-vs-Bungie/p4/) seems to indicate.
So much for measured? They also don't seem to positive about some of those changes - and telling everybody that is something I wouldn't expect from the dev team for Star Wars Galaxies, or Counter-Strike: Source. If you ask me, reading the forums, coming to a decision, and perhaps posting a topic somewhere asking for feedback, and then simply enforcing it seems to be a better way of getting things done.
