Who is this Sammy Character?

Ok, my brother won this out of a claw machine in Wal Mart, it's a radio, and it had a tag on it that said "Sammy USA", he looks vaguely familiar, does anyone know who he is?

Sammy makes claw games, the game he played was likely made by them. So its possible its just a random toy made for Sammy and not actually someone from one of their video games.

Not too related, but the first thing I thought of when I saw that picture was the old TV show Reboot! 8-)

I agree the claw thing seems likely.
