I just got a new arcade. I do not know how to change anyof the settings in it. I noticed it has DIP but no clue how to use it. It came with this manual made by the last person to service it. but I dont understand it. the game works fine but the dificulty and sound on it are too high. I need to lower both.

I need to know how to operate this fully. like the difficulty is giving me troubble it only seems to stay on Hard no matter what switch combination I try.

There are links at the bottom of the page for the manual, which should include the dip switch settings.

You can also google "Street Fighter II dip switch" or something like that and you should find tons of info. :)
