GBA Donkey Kong Country 2 - Not For Resale Error?

I just picked up a GBA player, and now that I have it I have been looking at picking up a few Game Boy Advance games here and there as I make my stops in game shops. One thing that I noticed and was surprised by is that every GameStop that I have walked into has had a bunch of Donkey Kong Country 2 carts, and they have all been demo carts with the "Not For Resale" part crossed out in black marker. I have seen at least 15 of these in four shops, and none that are the "regular" version.

Were all Donkey Kong Country 2 carts made this way? Or is this just some random bunch?

These are the demo carts that Nintendo places in the GBA machine kiosks in stores. Gamestop has a deal with them, they have had a deal with Nintendo since SNES days. They purchase the demo carts cheaply from Nintendo since Nintendo cant repackage them as new. My question is who is the lucky guy that gets the sharpie and has to cross all those out?
