FF VIII Rule Abolishing

Ok anyone who's played FF VIII knows about the stupid card game. I'm trying to complete the Queen of Cards quest and I need to abolish the random rule in Dollet. I've found a town (Balam) where theres only one different rule and they don't have random.

So logically (from what I've read) if I play a game in Balam and go to Dollet, after awhile it should abolish the Random rule. Unfortunetly after 30 or so tries it just keeps spreading Same. Am I doing this right? Do I have to save my game outside of town to have a chance at abolishing random? Any hints?

My hint is to abandon that silly game cause it sucks. If that doesn't work, then try www.gamefaqs.com? I'd look in the strategy guide I have, but I don't have it here.
