I'm not sure... The oval toward the upper left says "Game Material", but out of context... The text at the bottom might just be a copyright notice, but I can't read all the characters (partly due to their size and my lousy eyes, partly due to me not remembering my kanji after so many years since studying Japanese).
Perhaps it's a booklet of strategies, as opposed to instructions (how to play the game well as opposed to just how to play it period)?

The giant red kanji in the right, according to my dictionary, says "SECRET".
I think that pretty much tells you what it is. ;)
