Snatcher Help

As stupid as I may seem having to ask for help with game that's practically a digital comic, I must admit I've been stumped on something.

I'm playing the MSX version, and there is no FAQ on GameFaqs (or anywhere else I can find) that specifically discusses this versiosn. In fact, all the FAQ's on
Gamefaq's are simply lists of commands and contain no detail. As such, they're not helpful if you get in a jam.

Anyway, my problem is: I've gotten the patient list written in Chinese from the darkened room in Queen's Hospital. Obviously, I need to call Napolean and get him to read it. Metal Gear even said so at one random moment. But every time I try to call him, Metal Gear gives the Pidgin-English equivalent of "the line can't connect". I've tried calling him from every area of the game that's available to me, and I'm having no luck. Does anybody know what I'm missing, here?

Thanks for the tip...but Outer Heaven is not an available location for me to visit right now. I do have a book of matches that I found in the Hospital from Outer Heaven. Any ideas on how to convince the game to let me go there again?

Ugh...been too long....i think you may have to call Napolean form metal gear...from the hospital somehow...i do also remember that you can use two of the hospital door switches at the same time to open a new location...but that may be later in the game.

I also remember that to get back into Outer Heaven, you had to basically pass a quiz with the doorman (who I think he himself is napolean), and then keep sneezing and sneezing till he takes the mask off because your character is alergic to the wolf mask he is wearing.

I don't know how close it is to the sega cd version but here's that versiosn FAQ:
