getting the 4th wad of cash near the start?

Can you see this cash or is it hidden and taunting you? because there are many areas where cash is hiding. Most of the areas where cash is in the main starting area of the game are easily gained by just looking around and figuring out where to jump etc. whereas in some of the levels you'll have to trigger certain events (find switches, beat bosses, etc.) like in any platformer in order to get to the cash.
