All I can remember is that it is a strategy game on genesis with the slogan "warlords in ancient times" by tengen. Any ideas?

I'd guess Rampart too. But really all you need to do is go to the online guide, click Genesis, click US Releases, and punch Tengen into the Manufacturer field. There's your whole list. Should be easy to narrow down from there.
