I got the following e-mail today:



Dear Leon Kiriliuk,

It has come to our attention that you may be the recipient of
potentially fraudulent funds. We have initiated an investigation
into this event. In the meantime, we have placed a
pending reversal on the funds in question until the
investigation is complete. This pending reversal will
show as a deduction in your available balance. In
the meantime, you are free to continue transacting using
your PayPal account.


Transaction Date: Jan 10, 2003 23:40:45
Transaction Amount: $64.90
Payor's Email: pena6974@msn.com

If you have not delivered the goods or services related to this
transaction, we ask that you delay or stop delivery until our
investigation is complete as you may be liable for the amount
in question.

To assist us in our investigation and to determine if you qualify
for the Seller Protection Program, please send an email to
pending_reversal@paypal.com with the following information:

1. The item, service or purpose of the purchase, and the
associated value;
2. The name and address given to you by the sender (if an
item was purchased);
3. If shipped, the company used for shipping, date of shipment,
and tracking number for the shipment;
4. Details of any other transactions related to the
transaction(s) in question;
5. A phone number where you can be reached during the day
and evening; and
6. Insurance information, if applicable.

The problem is that I already sent out the NES system to the guy!! What the heck am I supposed to do now!?!

Got to love Paypal.. I wouldn't know :( when I ebay my stuff it's "Check or money order only! 10 days to clear"

sounds like someone filled a fraud report on you .That happend to me too before person being impatient and reversing the money using the fraud link

Email the dick and tell him to resend the money as soon as the NES arrives.

I have been using paypal for buying and selling for several years now. I too sold a refurbished NES System to someone (outside of ebay). I knew that I should of refused the transaction because the guy was a freak fromthe beginning. He was so nervous that I would take his money and run. He sent me 15 emails in 2 days. And eventhough I provided a delivery confirmation number, the guy still was a lunatic. He called UPS and FEDEX with the tracking number and could not understand that I used the USPS.

Long story short he received the system, said he was not satisifed. So to get him out of my hair, I offered a full refund for the returned system. He filled out a flaudulent complaint against me. He said he would cancel it , only if I return the money and then he would return the system. Like you can buy something at a store and get your money back without returning the item???

I called paypal and explained the story. They said he took the paypal insurance which means he has to send the system to paypal and they will review the system and his complaint.

Meanwhile,

I did a buy it now on a game and paid for it ( Suikoden 3 ). The seller claims he did not receive the paypal fund eventhough I have the email and I called paypal and they looked into his account and said the fund s were transfered to him on the 10th. He refuses to ship the game , so I filed a complaint against him. The seller has 98 positives and no negatives...He will have a negative as soon as I get my money back.

So in 2 1/2 years I have had 2 complaints (both this week)

2 years and not a problem for me.

I will however will NOT give them my bank account for verification. that way no one can take the money from me after i cash paypals check. Everytime i get about $100-200 in paypal i take the $1.50 hit, have had no problems.

and...everytime i reach my limit with paypal, they add another 1000 to my limit, and they have done that 3 times, so i am not worried there either.

If in my mind i know an auction itself will reach over $150, i will say MO/Check/Cash Only. (and once some real crazy guy sent me 260 in cash in the mail).

I however will not accpet paypal from anyone under 50 feedback.

How are we protected from scammers?

For example, if I sell a new PS2 system on eBay for 200$, and the person paypals me and later reverses the payment, how is paypal protecting me from this???

actually reading the letter, it looks like the guy who bought it used Faudulate funds, ie stolen credit card or something....

WHAT!?

Doesn't paypal VERIFY credit cards? I know that in order to use my credit card, I had to wait for my statement, and then type it into paypal.

The only way a credit card can be stolen on paypal is if the thief knows where the original person lives, and goes through their bills (which again in many parts today is locked in mail boxes!)

To top it off.. I would KNOW if I missed a credit card statement (sometimes I do wish they get lost in the mail)

Guess what!

The person replied to me! He told me that the problem is that his credit card was not verified and hence paypal reveresed it until it is.

My question is.. WHAT THE HELL!?!

What does paypal allow unverified people to use the account!?!
