Are these games identical on the two systems, or do they just share the same name? Are the differences limited to graphics? Will I be wasting my time and money to own both versions (aside from collector value)?

Nobunaga's Ambition for the SNES is a remake of the game of the same name for the NES, with better graphics, better AI, and other solid improvments. If you want a NA game to play, this is the one to get.
There is no Nobunaga's Ambition II for the SNES. There IS another Nobunaga's Ambition game for the SNES -- I can't recall it's name right now -- but it's a new game. It's very good, but I still give the SLIGHT nod to the SNES one. (Nobunaga's Ambition II for the NES is fun as well, but probaly the worst of the three.)
I never knew Gemfire was released for the NES as well as the SNES -- if that's true, it's just the same game for the SNES with the same improvments the SNES version of Nobunaga's Ambition had.

And again with Romance II.
If you just want to PLAY the games, go with the SNES versions for sure.
