When people do a chargeback, are they able to do this because of the buyer protection right?

Paypal's website had this to say about the protection:

Can a seller opt-out of PayPal Buyer Protection?

Yes. If you are not satisfied with the program, you may opt-out by contacting PayPal customer support. To do this, log in to your PayPal account and click "Help" in the upper right-hand corner of the page. Go to the "Contact Us" link and then choose "Help by Phone." There you'll find the hours and phone number of a customer support center near you. Please keep in mind, however, that sellers are encouraged to take advantage of this beneficial program. The added protection provided by PayPal Buyer Protection, will give your customers a reason to do business with you rather than someone else. PayPal Buyer Protection will also attract new buyers who will be able to buy more confidently.

So I could just call them up, and have them remove buyer protection from my account and then nobody would be able to file a chargeback? Is my understanding correct on this?

If Im understanding you correct, you dont have to have buyers protection to recive complaints.
I bought a pirated GBA game from a seller and she didnt have buyers-protection program, but I still filled out a complaint to Paypal and they have reviewed the complaint. I even had to fax over proof.
