Well, it says Pachinko Controller on it...it's probably designed for just that one game. Perhaps it's one of those controllers with the game in it and you just hook it up to the TV? As to how it's used during gameplay, I can only guess.

I works just like a normal pachinko machine, but on your tv! It is for Japanese pachinco games. You pull the dial back and let it go to launch the balls. It is like plinko on the Price is Right.

it's a famicom control used for the pachinko titles released during the early 90's on famicom :D

Yeah like others have been saying, it is a pachinko controller for the Famicom. You can tell because it has a Famicom logo on it.
