From what I understand it's a Nintendogs 3rd party expansion pack. It's kind of like a GameShark but specifically for Nintendogs, and when both the Nintendogs cart and this are in at the same time, it unlocks everything in your Nintendogs game, inlcuding infinite money.
Never heard a peep out of it until I randomly searched Nintendogs on Best Buy.com

It's a great idea, but in the case of Nintendogs is a really quick way to spoil the fun. For me, much of the fun is going for walks and finding new items to bring home or entering competitions for money trying to get a new puppy. This really would ruin the experience.

well i'm a DS collector, but even i can't bring myself to want that thing...
i just don't get into the cheating devices. to me, they're like glorified third party accessories, and not something i would ever actually require in a "complete" collection.
here's hoping it really is a GBA expansion pak, so that theory can hold true... and then it's not really a "DS game" and i won't be forced to get it.
good find though... i'm sure there's someone, god help them, who will care.
